You can skip half of those, I just rebuilt our Windows 7 reference image on Monday, and after some digging I came across the recommendations in patchmanagement.org’s Patch Release Grid here on the Windows 7 update slowness sheet under Building a new PC. I loaded these three updates in this order offline, then Windows Update worked flawlessly.
